UAE Employment Certificate Attestation: Steps and MOE Rules

Does a UAE job require certificate attestation?

Not every job follows the same certificate-attestation route. The UAE Government says certain jobs require expatriates to present attested academic certificates for employment and residency procedures. It describes the usual authentication for a certificate issued abroad as authentication by the Ministry of Foreign Affairs in the country of origin, followed by the UAE embassy or consulate there. It also notes that some professions require university-degree attestation by the UAE Ministry of Education (MOE). Ask your employer or the relevant licensing authority which certificate and steps apply to your role before sending original documents for processing.

First, confirm which process you need

The words attestation, recognition and equivalency can refer to different checks. MOFA attestation authenticates the signatures and seals on a document; it does not by itself establish that a qualification meets an employer’s or regulator’s professional requirements. Before starting, ask the requesting party to confirm:

• Which exact certificate is required, and whether the original or another format should be submitted.
• Whether the requirement is document attestation, university-certificate recognition, or an additional professional licence or approval.
• Which authorities and prior certifications are required for a certificate issued in its country of origin, and whether any UAE-side step is also requested.

Requirements can vary with the country that issued the certificate, the document type and the purpose for which it will be used. Do not assume that a route used for another country or qualification will work for yours.

Usual authentication route for an overseas certificate

1. Check the issuing-country requirements

Start with the authority or official service responsible for certificates in the country where your qualification was issued. Confirm the required local verification and document format before applying for foreign-ministry authentication. The UAE Government’s general employment guidance identifies the origin country’s Ministry of Foreign Affairs as part of the stated sequence, but the required preceding steps depend on the issuing country and document. Confirm the current chain with the relevant authorities rather than assuming notarisation or a particular education-ministry stamp is always required.

2. Arrange the UAE mission attestation

After the origin-country authentication described by the government guidance, the stated route proceeds to the UAE embassy or consulate. Check the relevant mission’s current submission instructions before sending the document. MOFA says availability and the route for documents issued outside the UAE depend on the UAE mission and application channel; consult the mission for the process that applies to your location and document.

3. Confirm whether a UAE-side step is needed

Do not treat UAE MOFA attestation as an automatic final step for every educational certificate. Follow the instructions from the employer, licensing authority and relevant official service for your case. MOFA explains that attestation authenticates document signatures and seals, and that the route depends on the issuing authority and document type. If you are unsure whether to submit the certificate through a UAE-side service, verify that requirement before applying.

When does MOE attestation or recognition apply?

MOE is not a universal step in the overseas certificate-attestation chain. The UAE Government says some professions require university-degree attestation by MOE, so confirm whether that applies to your role. Also check the service scope: the MOE service titled “Attestation of an Academic Certificate – General Education within the UAE (Non-Ministerial Curriculum)” concerns a specific category of school certificate issued in the UAE; its title does not describe a general attestation service for every foreign degree.

If your employer or authority asks for recognition or equivalency of a foreign university qualification, clarify that this is the requirement rather than assuming ordinary document attestation will meet it. Prepare before you submit

• Get the precise requirement in writing from the employer or relevant licensing authority, including which qualification they need to see.
• Confirm the origin-country verification sequence and the UAE mission’s current process for your document.
• Check whether the request is for attestation, MOE involvement, or recognition/equivalency; these should not be treated as interchangeable.
• Confirm any document handling, translation or submission instructions directly with the authority that will receive the file, rather than relying on a general checklist.
